	CogniCity OSS is a free and open source software for community-led disaster response and recovery in highly dense urban environments. Designed, tested, and operationally deployed in Southeast Asia’s monsoon flooding, the system uses a novel humanitarian chatbot model to crowdsource disaster information through social media channels and then gathers, sorts, and displays these solicited reports in real-time on a web-based, mobile-centric map. The system operates as critical urban infrastructure that enables robust, reliable information sharing and communication among residents, government agencies, and first responders.
	
	

Following successful city-scale deployments, CogniCity OSS was expanded to the national scale in Indonesia and developed for additional hazards including volcanoes, earthquakes, typhoons, fires, and severe weather. It was also piloted in Metro Manila, then deployed for all hazards at the national scale in the Philippines. Other instances are currently operational in Hong Kong and in testing in Pakistan. As a crowdsourcing system that goes far beyond passive data mining, CogniCity OSS is an enterprise-level product for soliciting disaster information and displaying heterogeneous data in an accessible format, making it critical infrastructure for climate change adaptation at scale.

CogniCity.Info listens to social media for any posts about disasters, effectively converting these platforms into a public information gathering system. Once a keyword is detected, it programmatically invites users to share more detailed reports. The system organizes and displays this information on a free digital map in real-time for residents and first responders. It also automatically integrates information from various government agencies, including infrastructure performance data and official disaster updates, to create a comprehensive map of impact, need, response, and recovery.
Information is the most important resource in a disaster. However, decision-support tools are typically available to only a small group of individuals within municipal, national, or international agencies. CogniCity.Info has revolutionized disaster preparedness, response, and recovery by democratizing decision-support infrastructure and making it freely available for all residents. When disaster professionals and urban residents work together, and when residential knowledge about local conditions is integrated into disaster response efforts, communities can convert the noise of social media into life-saving humanitarian infrastructure.

DESIGN &#38;amp; MAINTENANCE


CogniCity.Info is designed with three primary modules for reports, databases, and servers, which enable robust, reliable performance of the web-based map and the humanitarian chat bots during peak usage and in extreme circumstances. The reports module collects disaster information from a variety of sources, including crowdsourced reports solicited via social media, and API-sourced data from government agencies. A centralised geospatial database stores the collected information, categorized by source and type. The server module serves this information via a data API to a client interface—the PetaBencana.id or MapaKalamidad.ph web pages—providing users with access to data in real-time. An output API stream also gives secondary applications open access to time-critical data collected by the platform. Designed within AWS, the web server is programmed to scale virtually to handle high volumes of traffic during disaster situations without requiring expensive but idle servers during off-peak times. CogniCity.Info modules are presently being reconfigured into a serverless architecture; once completed, this code will also be updated with new documentation in GitHub.

METHODOLOGY

	Since 2013, CogniCity researchers have applied a wide range of expertise and attendant skill sets to the project, from systems engineering and statistics to anthropology and artistic research, as well as design, human and physical geography, hydrography and hydraulic network modelling, programming and UX/UI development, among many other disciplinary initiatives. They created a process whereby social science and design research approaches both compliment and inform the technical development of the code, and continually facilitate grassroots, community-led, street-level engagement and refinement of the system. Every element of the software, including humanitarian bots,
	web-based maps, and disaster-specific features, are built through a comprehensive co-development process with residents, experts, disaster managers and first responders. This proven methodology has allowed CogniCity.Info to grow and flourish and ensured inclusive, community-led, user-centric design for every aspect of the project. As a path-breaking example of design anthropology informing software development, CogniCity.Info is an open system that is continuously improved through users’ participation in the testing and prototyping of alternative social and technical approaches to information accessibility, resource distribution, and mutual aid.
